Conditional Hide and Show excel lines without using VBA/Macro

I am working with this file that needs to have lines to show base on the cell data. But I cannot have macro with this file and also sheet will be protected. Is there any way I could be able to do this?<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:eek:ffice:eek:ffice" /><o:p></o:p>

Press Alt+F11 from Windows Excel to open the Visual Basic for Applications (VBA) editor.
Could you provide some clarification as to what "base" is and what it represents?

Base is simple...If certain cell value gets changed by user the hidden row(s) should appear.
The hidden rows have cells that user need to enter data and also cells that calculates formulas based on data.
