Confitional formatting %

Hello -

I am having trouble with getting my conditional formatting to work to highlight cells that are over -3% and/or +3%. Any thoughts or another way will be greatly appreciated. Thanks!

Thanks Andrew. i tried placing that formula into conditional formatting and it didn't work. Perhaps, it may be due to i have 350 cells that i want the formula to check; although, i did highlight the cells before i put in the formula...
