Confusing and conflicting info on which Excel 2019 versions Power Pivot is in

I've been looking for some sort of reconciliation between the various statements of which versions of Excel 2019 have Power Pivot.

Back in early 2018, at the Microsoft UserVoice site Make Power Pivot available in all versions of Excel, the quote by Excel Team [MSFT] (Product Owner, Office.com) Ashvini Sharma of:

"I’m happy to announce that your input has had another direct impact on the product. In this case, a decision has been made to have Power Pivot be available in all Windows editions (“SKUs”) of Excel! This means the Business, Home, Standard, etc.. all of these will have Power Pivot."

was widely reported.

Then that was hidden, and in late 2019 the visible post by Excel Team [MSFT] (Product Owner, Office.com) Vai is seen:

"We’re happy to report that Power Pivot is now in all current Windows editions of Excel, including Office 2019 (perpetual) and Office 365 (subscription).
In older versions of Excel (Excel 2013, Excel 2016) only certain Windows editions (Pro Plus and higher) include Power Pivot."


This seems to be what made its way into Microsoft Excel 2019 Inside Out, in Chapter 17, in the version history, in the last bullet point as:

"With Excel 2019, the full benefits of Power Pivot are freely available to anyone using Windows versions of Excel. This is a great improvement over Exdel 2013 and 2016 when only the Pro Plus and E3 versions had full access to the Power Pivot grid."

Yet the Compare suites available through volume licensing site at Microsoft shows only Office Professional Plus 2019 as having Power Pivot.

So did Microsoft renege on the promise?
If so, was there a hue an cry about it, or was the change just regarded as usual Microfoft shenanigans?

Press Alt+F11 from Windows Excel to open the Visual Basic for Applications (VBA) editor.
In Excel 2019 Standard, the "Where is Power Pivot?" section of the Help does also mention Office Home & Business 2019 and Office Home & Student 2019 as having Power Pivot, but my question is about the volume licensed versions.

The "Power Pivot" Help button does lead to a site where other products are sold, so is that the reason Standard has the green button that doesn't work, but want to upsell? (Which would be typical Microsoft behavior.)

Stated another way, my question is should Excel 2019 Standard's not having Power Pivot be submitted as an errata to the book at: Errata & Updates?
