Consolidate if cells do not match

I am trying to consolidate values from up to 7 cells into one cell so long as the cells do not match. I need to do this to over 1,000 rows so I really don't want to do it manually.

Data1	Data2	Data3	Data4	Final​
20​	20​	20​		20​
40​	40​	40​		40​
70​	80​			70, 80​
20​				20​
30​	30​	40​	40​	30, 40​

I have tried many different forms of if statements, but it gets so out of hand that I loose track of whats even happening in them. Some rows have up to 7 Data values to check.

Nope, its pulling in the whole thing. It's weird because that seems like it should work.
