Constant Cell reference

Please advise:
I would like a cell reference to be constant. The calculation is like
this: a2+b2= c2. c2*a9%=d2. Now, when I go to the next row, I want the
a9% reference to be constant while c2 should carry on c3, c4, c5 and on.
i.e. the formula should go on like this- c2*a9%, c3*a9%, c4*a9%. I have
given the figure for percentage calculation in A9. what should be the formula?
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
You would need to use the F4 function key whilst editing in the cell and where you have A9, so it would show $A$9
