Control a closed workbook

I have a master workbook which contains several charts based on pivot tables and a small number of slicers which control all the charts
for example a country slicer which makes all the charts display for that country

I also have another workbook that users now want to pull in some of these charts, however this workbook has 1 tab for each country (17 of them)
I thought I could simply copy the chart across as it looks at the closed workbook, but realised that it only sees the last country used before the workbook closed.
It is possible to make the chart display for that country.

I don't think it is possible - based on the reasoning that the only way to do it, would be to refresh the pivot table and that would screw up another user, who may be using the spreadsheet.
However I may also be being discourteous to excels capabilities
