Converting Excel 2010 to Interactive Web Page

Ive been scouring the internet all day and cannot find the answer to this, I hope someone on here may have an answer for me. In Excel 2007 there was an option to convert a spreadsheet to an interactive webpage, it was an option you could select when saving. For 2010 you can still generate spreadsheets into an HTML web page but it is not interactive. Excel online can do it but it doesn't allow me to protect specific cells from editing, it's either all or nothing. I assume the full service functions of that are only available in the subscription based office 365 so that you have to be continually paying Microsoft if you want to use the whole program that you purchased. :/ I have found a number of subscription based payed programs online as well that can accomplish this but they are also ridiculously expensive. Is there any way to make an interactive webpage using Excel 2010 without dropping more money on something that used to be included?

I too have been having a problem with this. I have Excel 2007 at home and 2010 at work. Neither seems to allow this.
If you have information on how to do this is 2007 would you please share it with me.
