Converting Text to Time Format

I have data in excel with the following time format (07:03:56.903); however, some of the times are in text format (0710251) and only to seven digits.

I am trying to convert the text to the same format as the above time "hh:mm:ss.000"

Assuming you have the data looks like the Text Column and you want it to look like the Date column

Excel Workbook
	A	B
1	Text	Date
2	0710251	7:10:25.100
3	070356903	7:03:56.903
4	07123612	7:12:36.120
5	075601	7:56:01.000
