1. I am wondering if Conditional Formatting by formula can be copied like a formula can to multiple cells.

The reason I ask is...

2. I have conditional formatting to strikethrough a cell in SheetA when it equals another value in SheetA I also have a master list of all possible options in SheetB. What I would like to do is when a cell has disqualified and has a strikethrough in SheetA, it would also do it in SheetB to keep from having to duplicate work. It doesn't have to be copied conditional formatting but if that function could work, that would be great.

Not sure if this works but not sure how else do to that.

Yes, it can. You should be fine to just copy & paste.

Conditional formatting works exactly the same as the logical part of an IF statement. (Including use of $ when dragging).

I figured I was over thinking it. I wanted to make sure I explained it correctly. So basically, if B beats A, I want A to have a strikethrough (in this case, bold and underlined). Same with C beating D and in the end, C beating B. The way I have done this is to conditionally format via formula =$B$2=$C$1, than strikethrough A1 ("A") and =$B$6=$A$5 than strikethrough A7 ("D"). After that, I would want A, B and D all marked off my master SheetB which is laid out below but is also a formula. Since SheetB is a formula as well, I am not sure if that will copy over. I tried just copying the formatting but that didn't seem to work. Am I making any sense? I feel a little crazy. :)

OK. Forgot to mention that you might need to amend the sheet references.

If you want the relative formula to apply then copy & paste the cell.
If you want exactly the same formula to apply, go into manage conditional formatting and copy the actual text. Then paste into new rule on SheetB but remember to amend the sheet reference.

Also, don't forget that conditional formats are in priority order, one could be overriding it...
