Copy formula with values instead of reference

Hi, for some reason in need to copy a formula, but with the values of the references instead of the reference.

for instance
Code:
=AVERAGE(A1,A2)
with A1 and A2 repectively being 1 and 3, should be copied to another excel as
Code:
=AVERAGE(1,3)

Why I need this: I am unable to make any changes to the destination sheet, so I can't put a permanent formula in there, but the people looking at it, do want to see both values in the cell.
To make life easier for my team, I want them to just be able to type in the raw data in another sheet and then copy it to the destination file.
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
