Copying Data from Sheet containing Merged Cells

I have data that is downloaded that contains merged data

When I copy and paste this into another workbook or sheet using paste special values no data is copied

Please advise how I can resolve this
 

Excel Facts

Select a hidden cell
Somehide hide payroll data in column G? Press F5. Type G1. Enter. Look in formula bar while you arrow down through G.
Sort by date Sort by votes
I managed to resolve the problem using paste special all
