copying formulas

I have received a spreadsheet that contains information in a list format. Unfortunately, the list is not in typical 1 record per row format ( and each field is an adjacent column). It is in a "block" type format:

row1- labela, labelb, labelc
row2- data1a, data1b, data1c
row3- labeld, labele, labelf
row4- data1d, data1e, data1g

This 4 row format is repeated for each record (ie data2 is row 5-6, etc). I want to pull out the data (rows 2 & 4)and place it in adjacent cols all on 1 row for each record. Therefore row1 contains data1, row2 = data 2, etc. How do I write a formula and copy it to adjacent rows to pull in the data? ie, how do I step the relative row reference in the formula by 4 rows instead of 1 ?

Hope I have explained the problem clearly.
