Count formula help please

im trying to count all occurances of an ID in a column by the first three characters

i want to match "NYS"

so far ive tried:
=count(if(left(b:b,3)="NYS"),,)

i just get nothing... i tried count if in the same fashion... man ive been out of the game too long :hides:
