Count specific values differently than others

Hello
I have a sheet that calculates my biweekly PTO grant and concurrently subtracts the hours of PTO I've used. The sheet is set up as a visual representation of calendar year 2020. It works by counting the weekday dates I enter which represent 8 hours of PTO.
I want to modify the sheet so it will subtract 4 hours if I enter the value 0.5 instead of the day's date value.
The formula in every other row of column I works right now.
Another person suggested I use the OR function but that seems unwieldy.
From I11, the formula is: =IF(((COUNT(C10:G11))>0),((I9+E$1)-(COUNT(C10:G11)*8)),(I9+E$1))
I actually need to enter 1/2 day of PTO for today's date, 2/27/20, which would be entered into F11.
