count the number of rows using date of the previous coloumn

I Want help regarding the below table in my excel sheet, now what i want from the given data is that i have to count the number of rows in "Col C" which was left blank after crossing the given date in the "COL B", i need this in spread sheet.

hey what i want is the count of the rows which have crossed the date in the Col B and left empty in Col C , if its not empty i need not to count the row .

for example i need to get the answer for the above data should be "1" since 6/1/2011 is over and the col c is empty.
