Counter where checking two Cells ranges for values

I have a worksheet where Column B has a value from 1 through 12 for a month value, and Column C has a year value so 2007, 2008, etc.

I am trying to make a cell to have a counter so i can determine how many in Column B = 1 and Column C = 2008.

There are 500 rows of values where the information will change.

I tryied something like this with no success. Can you please help.

=if(B2:B500=1 and C2:C500 = 2007), count(B2:B500))
