countif, if month?

Hi guys, i need a little help trying to figure this out,

As you can see by the title i can't even think of a proper way to define this question but here's the deal.

In column "A" i have dates (mm dd yyy) and in column "B" i have some instances of either A or F or R etc...

in a different cell (I7) i have say... 12/1/2016

what i need is to use that cell (I7) as a reference to count the instances of "F" in column "B" but only if they match the date (December) on column "A"

does that make sense?

Any help will be appreciated...
