COUNTIF on range within a range

I have data (below) where there can be multiple rows for each permit. I need to count the permits based on the MAX number of days it took to review them. So, if one permit had reviews of 1, 3 and 5 days, I need to count only the review that took 5 days.

Can anyone tell me how to look at a range within a range and tell Excel "Only count the permit review with the highest "Days" value?
