Countif with lookup

Hello! I am asking for your help about the photo. I wanna have the Table 1 to be Table 2. I find it hard to lookup with countif function. Appreciate your help

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
