CountIFS (I think) into results from a range of data

Hi, first post, please help :)

I have a range of data (shown below)

I would like to count the number of items within this field based on the information I put in below (between two dates, and if neccessary WHO from above):

Based on that search criteria above I would like my results to look like this below (these are manual entries)
