Countifs / Match Query in Power BI

Good morning all,

I am used to using countifs in Excel, but I am hoping to do this formula basis in Power Pivot as I am expecting to add data to my main source file on a weekly basis.

So with being a beginner in Power BI I am hoping you can point me in the right direction with the following.
I have my information as set out as per below with other columns etc.. that are not relevant (currently).

In essence I want to be able to see if an account number (Column A) appears again within a number of days to give an outcome of "Same Day", "8 Day" or "31 Day" Repeats.
I have done this before in formula form, but I have been asked to confirm the outcome only if the Department (Column C) is the same

I have mocked up what I would expect to show as the repeat in column D, but cannot think of a way of doing this currently.
