COUNTIFS Problem

Hi All,


I’m trying to do a Countifs formula looking at a number I have typed in to a cell.


The Cell I have typed the number in to is Cell E21. In Cell F21 I put in the following formula =COUNTIFS(ALL!$O:$O,"<=E21") and it gives me an answer of 5 which is Incorrect


However, when I do it without looking up to Cell E21 and type the number in Manually 2.999, =COUNTIFS(ALL!$O:$O,"<=2.999") it gives me the correct answer of 1996.


Is there something simple I am doing wrong.


The format of the cells in Colum O of the ALL tab is set to General.

=COUNTIFS(ALL!$O:$O,"<="&E21)

Enclosing "E21" within double quotes will consider the text "E21" - the above will consider the cell E21 value.
