Counting dates in one column that are earlier than another column summing their dollar values

I think the screenshot below adequately describes what I need. I tried with various attempts at CountIF but failed. I'm not expert - Intermediate at best.

I need the count and dollar value totals of lines in Column B that are the same as or earlier than Column A. Can this be done with formulas in E2 and F2?

NOTE: There will be blanks as there are in this image, though they may not always be sorted to the bottom of the list as they are here.

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
Hmmm.... As you can see, I attempted to paste a screenshot and got crud. Isn't it possible to include an image (not one with a URL) in context here? If you can advise me, I'll delete this post and recreate it properly. Please help.

you could just copy/paste a sample of your data from excel into your reply and explain what you're trying to accomplish.
