Counting Formula for numbers in multiple columns

I have two columns of numbers. Column A contains the numbers 1 and 2. Column B contains the numbers 1, 2, and 3. There are 288 numbers in each column starting on row 2 and ending on row 289. I need to know how to write a formula that will count the number of times that number 1 appears in column A and number 3 appears in column B at the same time. Does anyone have any suggestions.
