Counts up to a value

I would like to count up to a certain value, if the value is reached then color the cell and continue the count until the value is reached again.
In the following example the fixed value is 100, I hope to make you understand what exactly I need.

Are the values in col B actual numbers or text?
Put this in C2 copied down & what does it return
Excel Formula:
=ISNUMBER(B2)

The problem was that copying the formula to a non-English system doesn't compile the formula itself correctly.

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
