Can I create a worksheet with fixed numbers of row and column?

e.g. the worksheet only has 40 columns and 20 rows

Excel Facts

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
Hi,

You can hide the additional rows and columns and then protect the worksheet which will prevent people from unhiding them.

Code:
    Worksheets.Add
    With ActiveSheet

        .Columns(41).Resize(, .Columns.Count - 40).Hidden = True
        .Rows(21).Resize(.Rows.Count - 20).Hidden = True
    End With
