Create a worksheet with fixed numbers of row and column

Can I create a worksheet with fixed numbers of row and column?

e.g. the worksheet only has 40 columns and 20 rows

Hi,

You can hide the additional rows and columns and then protect the worksheet which will prevent people from unhiding them.
