Create comboboxes dependen each other

Dear friends,
I am again faced with a problem and I think that with your help we will be able to solve it.
I want to make a 4x3 matrix in which each cell should be represented by a combo box with numbers from 0 to 10. Each combo box should be dependent on the result of the others, ie.
Example. If cell A1 is represented with combobox with Rowsoure (1-16) and I select number 2 this will give me availability to select A2 or A3 from 3-16 o r B1,B2,B3 from 1-4 and if I select B1 =2 then B2 and B3 3-4 and A1,A2,A3 - 1-4 . Same relations with rest for cells.
I'm not sure how correct I expose my issue , but I hope to be enough.
