create floating cells

I have a group of cells that are like a "legend" for what various colors in the spreadsheet represent. I do not want to freeze the panes of these cells. I would like for the cells to actually "float" and stay at the top right hand corner of the spreadsheet as the user scrolls vertical or horizontal.
