Create footer on all sheets without change print areas, etc.

I need to add a footer a large workbook. All 59 tabs already have a print area set up, with scaling as needed.

Is there a way to add a footer that doesn't also standardize all the other "Page setup" variables?

Difficulty level: For security reasons, this project has shut down macros.

The footer is a combination of Text (that is, not a file title) and the sheet number.

Seems like this should be easy, like adding a watermark and here I am tearing my hair out.

Fastest way to copy a worksheet?
Hold down the Ctrl key while dragging tab for Sheet1 to the right. Excel will make a copy of the worksheet.
(I am taking that a macro in the Workbook is not allowed but assuming you still have ability to use your Personal Macros.)
You might try recording a macro to add the footer to all the selected sheets. Save that to your personal macro workbook.
Close the Workbook without saving the workbook. Re-Open it.
Edit the recorded macro so only the Header/Footer fields are updated and then run it. (You could also Comment those undesirable lines out.)
Print preview to check success...
