Create IF statement with drop down

Hi Experts,

I dont know if this can be down, i have been trying to work on this and see if you can create a IF statement by selecting various drop down which will feed the IF statement. Example:

Column AColumn BColumn CColumn D
Drop down list 1Drop down list 2Drop down list 3Drop down list 4
=IF(

<tbody>
</tbody>
I am trying to create a IF statement here where it will feed its input from all the drop down list:

Drop down list 1 - Has a list of headers in Row 1 of Another sheet (Example - Sales, Order, Price, Expenses)
Drop down list 2 - Has a list of signs (exampls - < > = + - )
Drop down list 3 - is similar to list 1 or can be a blank cell where we can put any number

the formula i am looking for is this

=IF(ColumnA(selected from drop down list 1) < (selected from dropdown list 2) 40 (Number inputed by user), then, true, False)

I am able to reference the Column A using Indirect and Address function. when i try to connect the statement it dosent work.

=IF(INDIRECT(ADDRESS(A11,B11,,,"Values"))&$D$2&$E$2,A11,"") - i get a #Value error as the & function converts the logical test as text.

D2 here is sign i select from drop down and E2 is number i input in dropdown 3.

Would appreciate if someone can help.
