Create unique ID + if Blank leave Blank

Hello - I'm creating a log file to track issues from employees; I'm creating a unique ID for each issue and using this formula:

Column B2 i have =IF(ISBLANK(A2)," ",(MAX(1000)+1)) so the ID will be "Blank" until the name is added; the formula that start on B3 is (IF(ISBLANK(B17)," ")),IF(ISNA(MATCH(A18,$A$17:A17,0)),MAX($B$17:B17)+1,VLOOKUP(A18,$A$17:B100,2,FALSE)), which is causing the #Value! error...what am i doing wrong??

nope that didn't work...I used what you suggested =IFERROR(IF(ISBLANK(A2)," ",1000+1)," ") and Issue ID is Blank; yes that is what I want it to do but when I add an employee Name I get the other Issue ID in the order accordingly.


This is before I add a name; so if I don't want the other IDs to appear until the next name I want the cell blank.

when the employee names get added the issue ids should be created automatically and if the same employee gets entered i want the same id so this part is working i just don't want the next ID to show up until the name is added...
