Creating a battleboard

I am having some trouble trying to work out what is the best way to create a battleboard for our volunteer organization using excel. I have attached a sample of the board of what it looks like and to give you some idea of what l am trying to do.

Basically at the moment l have "shapes" in cells that are like a label and l want to be able to select a "shape"/label by one click of the mouse and then click the mouse in a cell on the right hand side of the worksheet which will place the selected "Shape"/Label neatly at a determined alignment in the cell.

Then l want to be able to mouse click that label again and be able to place it back in its neutral spot again with correct alignment or have a return button beside the label that would automatically return the "Shape"/Label back to its neutral spot.

Also would like to create a button that would return all "Shapes"/Labels back to their neutral position if possible.

Is this possible?
Can l use "Shapes/Objects" or should l use cells and if so how can l create a watermark or background behind each cell that has the title of the shape/label so it is returned to the correct spot?
Am l trying to create too much using excel and maybe should try creating it in basic from scratch?

I have basic programming skills and usually try and nut my way through things but have come to a big hurdle with this one so any help would be greatly appreciated.

The preview doesn't show the labels/shapes so l have taken a photo of the sheet in how it looks.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
