Creating a grocery list containing blanks

I have a sheet that where I have a formula title followed by a snapshot of the formula details. I will end up with a list of titles separated by blank rows (maybe 20 or so between each label).

I would like to create a a dynamic list of these so I can keep track of the titles for future reference

Here is an example of what I have and what I would like:

ACV ECS 0.83 - row 12



ACV ECS 0.84 - row 30

Result:       Column F
ACV ECS 0.81 - row 1
ACV ECS 0.82 - row 2
ACV ECS 0.83 - row 3
ACV ECS 0.84 - row 4

If the list in column A spands 150 rows and there are only 4 titles, the truncated list should only appear in 4 rows (it ignores all the blanks between titles).

Formula being discussed:
IFERROR(INDEX($B$2:$B$11,MATCH(ROW()-ROW($D$1),$A$2:$A$11,0)),"")

I did find this above formula that would seen to do the trick but it doesn't seem to work for me for me. What am I doing wrong?

=IFERROR(INDEX($B$2:$B$1000,MATCH(ROW()-ROW($D$1),$A$2:$A$1000,0)),"") - column B is where I have the titles and the numbers are in column A (following the example shown in Extend office).

Does Mike Girvin have any of these types of formulas - I seem to remember something like that but I've been away from Excel for awhile
