Creating a list depending on the the result of another column

I've tried and tried to follow an online tutorial but for some reason its not working, it keeps saying that i need to add a ' at the beginning to make it work.

So here is what i'm trying to do, below is my list of information which i have on a hidden 'data' sheet. On my form creation sheet i want the information in the location column e.g. A2 to be a list and based on this selection i want another list to be available in the next cell eg B2. I do have another list of the 'Location' in the data sheet that doesn't duplicate the information (I assume this is needed?) any help would be greatly appreciated. each of these lists are in named tables.

To clarify the second list in E.g. B2 should then show the list that relates to the Equipment / Tag / ID from within the selected location in A2.
