creating a map location and generating a transparent circle

ok so...
for some context I am running a business that requires me to know locations and work zones depending on ones address. the idea is I put in the address, work aria radius name ext then it will generate a small red circle with the name of the person, address (possibly with a hover menu to show more details like phone number and contact details) and a large transparent circle dependent on the radius inputed. any idea on how I could accomplish this? (if its required most if not all locations will revolve around Australia Qld Shailer park and some surrounding aria.)

in conclusion:
I need a map that will show coverage radius of Shailer park using inputs of information.
I will need:
- a map
- information about the person recorded (preferably in a drop down menu or hoverable pop up)
- work radius on map
- ability to add every address in Shailer park
extra features:
- total cover radius of Shailer park in percentage
- make the map able to be zoomed in and out
- infinitely expandable (allows me to add effectively every address in Shailer park and extended beyond)
- small conditional formatting
