Creating a Status Column

Hi.

I want to create a column to give a status.

I was able to do so for 1 cell by creating an if/isblank statement, but don't know how to nest it

Example

Cell B4 contains a date (start date)
Status cell will update and say in progress, however if cell C4 contains a date (completed date) i want the status to change from In progress to Complete.

Any help is appreciated
