Creating an Emp Schedule that has some Specific Functions

Here is what I have so far.
An EXCEL Sheet listed with
Emp Name in LName A3 FNameB3
C1 Day& Date, E1 Day&Date, etc
C2Shift, D2 Dept, (this goes on across to cover each day for the week)
Shift has a DropDown list that shows:
SHIFT
SHIFT A -On
SHIFT B -On
SHIFT C -ON
OFF
SICK
VAC
FMLA
OCN - 1
OCN - 2
OUT STAFF
ORI
MEETING

Dept has a drop Down list that Shows:

DEPT
ED
NICU
STAHLMAN
PCCU
GEN WARDS
MANAGER

These lists come from a data sheet in the same workbook I have one sheet called Schedule and the other sheet called Data

Here is what I need to do

My Data List needs to carry the Color Code over from the Shift Data when chosen on the Schedule Sheet. When the Total of Shift A and Shift B sign on for the day reaches 11 the system needs to flag that no one else can sign up for that day.

When we change the date on the first date Cell C1, I need it to change the dates in the rest of the date series as opposed to manually changing each one. Can I make it that when I change the date it resets the week to blank cells?

I have tried to find this information everywhere and cannot get an answer. Can this be done? After it is done and tested is it possible to load it on the website and have all the macros and functions work? Please someone let me know how to do this if it can be done and if not let me know that as well so I can try another route.
