Creating thermometer effect on a line graph- Learned on Wiki

I was cruising around on the Wiki and watched a video on how to make a line graph with a thermometer effect. Perfect for sales quota number. Quota vs. Actual.

Anyway when I choose the second series axis tab and select secondary axis the graph does not match the numbers. Meaning I may have a month were quota is $20,000 and sales was $20,000 but the bar that represents the series 2 does not line up with series one bar . Not sure what is wrong
