Cross Referencing Sheets

I am unable to show my problem graphically here due to network restrictions, however, hopefully I can explain what it is I would like to do but cannot seem to make work:

My first sheet consists of 12 engineers with differing/same Microsoft exam passes listed as name/cert#/title (Chris/70-293/Planning MS Win etc.)

Sheets 2 thru X will reflect competency requirements, listing cert#/title. I would like to create 2 additional columns on these sheets, the first cross referencing the cert# on sheet 1 stating cert held or not (I tried an if statement, but it reported false all the time). Additionally, I would like to list the name of the cert holder in the second column, bearing in mind I may have multiple returns from Sheet 1 for the same cert number which I would need to see.

Can anyone point me in the right direction to resolve this please?

Note: I am already helping Keith with this, using a sample spreadsheet he was kind enough to send me. I see the matter solved in the very near future.
