If I double click on a csv comma separated file is it possible to convert the results into cells without opening csv file from the File > Open command?
If you've double clicked, and the file is opened, I would've expected to automatically divide the row data into cells based on the location of the commas, but if it hasn't, select the column the data is in and use
data -> text to columns
Then choose the 'delimited' option in step 1 and tick 'comma' in step 2. Follow the rest of the steps accordingly.
