CSV files - conflict with DDE?

When our company upgraded to Office 2007 last year, we had considerable problems with Excel in opening XLS and XLSX files. We had to either disable DDE in the file association properties, and/or add the "%1" notation after the opening string in file association. We've had just occasional problems with this in recent months, but still users will come up with such a change in behavior.

Now one user has had the same problem in opening a CSV file with Excel. She downloads the same file from a web application every week and opens it with Excel. This week her Excel errored out when trying to open this downloaded file, and we ended up having to make the same changes as noted above (adding the "%1" string after the opening command under file associations). Doing so enabled Excel to open the file normally for her.

When this occurs we can deal with it, but we'd like to know WHY this change happens occasionally to users. Maybe updates to Office pushed out by Microsoft? If anyone has any insight into this problem I'd appreciate hearing about it. Thanks in advance!
