When i down loaded a csv file and opened it in excel 2013 all data is loaded correctly in the excel worksheet. I.e all data is in columns and numerical values are displayed as numbers.
When I open a csv file in excel 2016 all data is displayed as comma delimited data in one row.

Is there a setting in excel 2016 that i can use to avoid the long process of converting data into colums

as I said, download file on your computer then open
right click on this file - Properties - uncheck read only if necessary then OK & open
don't open file directly in Excel On-Line

When i right click on your file there is no option to save the file
When i click on it it opens in a read only file
When i save a copy it saves it as a xlsx file
Anyhow the xlsx version is100%. The numbers is saved as values and not text

sure, your choice
one thing you can do is import via Wizard because too many delimiters are there (see post#29) and you need to define which one Excel should use
Have a nice day
