Ctrl-Shift-Enter no longer working with Find & Select, Go To Special, Blanks

For months I've been filling alternating blank rows by:
1. Selecting the area to be filled
2. Clicking on Find & Select - Go to Special - Blanks
3. From the automatically selected first blank area, typing =, then up arrow, and pressing Ctrl, Shift, Enter

In the past, that combination has automatically filled in the blank cells with the contents of the field above it
HOWEVER
For unknown reasons, it now fills the first row with the contents of the first nonblank cell above it.

Any ideas? Any settings I may have inadvertently changes?

Excel Facts

Select a hidden cell
Somehide hide payroll data in column G? Press F5. Type G1. Enter. Look in formula bar while you arrow down through G.
