CTRL+Shift+Enter not working in AF

I recently upgraded my computer. I noticed I can no longer enter array formulas. When I tried to enter an array formula using CTRL+Shift+Enter, nothing happens. I don't get any error, just nothing happens. If I do the same exact thing on my old computer, it works - formula is converted and I see the braces {} added as part of my formula. Am I missing a macro or add-in? I'm using Excel 2002 - same version on my old computer. Is there another way to generate an array formula besides using CTRL+Shift+Enter? Any help will be greatly appreciated. Thanks.

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
The formula is pretty simple as I was only testing the functionality. I have other more complex worksheets, but no sense trying to look into that if I can't verified that AF even works. As a test, this was what I tried doing:
a,b,c
shares,500,300
price,10,20
=sum(b2..c2*b3..c3) and then CTRL+Shift+Enter. Nothing happens, the formula doesn't change, the result I get is 5000.

If I do the exact same thing my old computer, the formula becomes
{=sum(b2..c2*b3..c3)} and I get the correct result of 11000.

I'm wondering if there is a way to re-assign the hot keys - perhaps I have a conflict with another application. Both computers have Office XP and Windows XP. The only difference between the two is on the older, I had Acrobat Professional 6 and OfficeScan, SpySweeper, and Sygate. The new, I have Acrobat Professional 8, and Symantec EndPoint.

=sum(b2:c2*b3:c3) with CTRL+Shift+Enter
is equivalent to
=sumproduct(B2:C2,B3:C3) with just Enter

No, not the keyboard, same keyboard when hooked up to the old computer, it still works in that envirnoment. Definitely something with the setup of the new computer. I know there are other ways to get around from using the array formulas. I just would like to get the functionality back.

Here is a funny idea -- try booting the computer in safe mode, then launch excel and see if you can do an array formula. if you can that would mean that there is another program interfering with the key sequence.
