CTRL + SHIFT + TAB not working (normally) when entering formulas

I am having a problem with the CTRL + SHIFT + TAB shortcut when entering formulas into cells. Normally, when entering a formula (ie typing = into the cell), you can use CTRL + TAB or CTRL + SHIFT + TAB to activate a different workbook without exiting the formula edit.

Until a few days ago, this worked for me, and indeed CTRL + TAB still works. However, CTRL + SHIFT + TAB is no longer working this way. Instead, on pressing CTRL + SHIFT + TAB, the formula edit is exited and then the previous workbook is selected. When I go back to the cell I was trying to edit, it turns what I had written out has been entered as an array formula.

As an aside, in looking for a solution I did find that language settings were affecting some other CTRL + SHIFT shortcuts, which I fixed. However, given that the cell formula is inexplicably being entered as an array formula I'm guessing it's something within excel that is causing this.

Unfortunately, that did not have any effect.

I should probably add that I'm using Excel 2010 and Windows 7.
