custom formatting with prefix on negative value

I have a value of -8.53 and I am trying to put a custom formatting on it to display "N/S: -8.53'". This is what I am using "N/S: "##,###.00"'" but it is placing the negative before the prefix. How can I keep the negative in front of the numerical value instead?

Add a negative section:

"N/S: "##,###.00"'";"N/S: "-##,###.00"'"

Try using this Custom Format instead...

"N/S: "#,###.00';"N/S: "-#,###.00'
