darn CountIF

I've got a pretty (what i would think to be easy issue).

I was trying to use countif to count all the rows in a sheet minus the "blank rows". Im not counting the values INSIDE the rows.. just the rows .

here is the formula.. i thought would work.

=COUNTIF(I1:I1000,'-' COUNTBLANK(I1:1000))

can anyone give me insight into why this doesnt work????

One of:

=COUNTIF(I1:I1000,"?*")

=COUNT(I1:I1000)+COUNTIF(I1:I1000,"?*")
