Data Bar Min Not Showing Up

Good Morning,

I'm setting up 3 Data bars for 3 ranges
90-100
60-89
0-59

The problem I'm finding is when I set the Minimum Number for the data bar (gradient or solid), it doesn't show any color in the cell.

The other issue is that the cell is not responding to the other rules. The first rule 90-100 works, minus the color issue at 90 but when I type anything below 89 it doesn't respond as expected. I have the 90-100 as the top rule and the others below it. If I move the bottom (0-59) rule up to the top it applies the color even if the cell is outside the range, what's going on here?

Is it not possible to have multiple data bars in the same cell range?
