Data link Excel file to Website

I'm not certian this is the correct forum for this question, but I'm looking for information on creating a website that will allow users to upload data from an excel spreadsheet (of my creation) to the website. Once received, the website will arrange the data for display at the users' discretion. I'm thinking of creating an add-in for excel from which the user would be able to sync his local data from the spreadsheet with his user data on the website server. I suppose it'd be kind of like googledocs cloud connect, except the data would go to my website instead of googledocs.

1.) Assuming I had sufficient resources (programming knowledge, $$, and all necessary permissions from microsoft), would this be possible?

2.) Where would I go to learn more (if not here)?

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
