Data validation allows user to type any value

I have searched and can't find an answer.

I've never had this problem before.
Define a list, if the user tried to type something else, an error displayed. Done.

I've tried Unfreeze panes, copying to a new workbook, none of it has helped. I'm totally lost.

The list still allows the users to type whatever they wish. Allow blnks checked (because I need a blank as an option).
In cell dropdown checked. Any ideas??

Goto Data-->Validation-->Error Alert-->Check Show Error. To have the option of selecting a blank, you can add a blank to your validation list.

It is checked, I've actually tried both. It still allows the user to type whatever they want. It's baffling, they've always worked for me before.

Try Deleting the data validations then reaply it.some messy bugs maybe arround! I have experienced it before too.

another thing you may be doing.... is typing something that is already on the list.... just in case you havnt tried this... try typing in some useless babble... if what you type is in the validation list it will allow it

Yeah, I've tried that, too. Deleted the list name, re-named it, re-applied the validation - I'm stumped. As far as the useless babble - that's the problem! It allows the useless babble!! (which is NOT in the list)
